Richmond Democracy Center

Building Power Through Civic Learning and Community Partnership

Richmond, Virginia

Launched in July 2025, the Richmond Democracy Center (RDC) is a flagship initiative of the Center for Common Ground (Story of Local Activism #2) designed to engage, educate, and mobilize low- and no-propensity voters across Richmond.

Led by trusted community members, who listen first and then deliver real solutions, this model has already been replicated in other communities in Virginia, Alabama, North and South Carolina, Georgia, and even New York. They meet people where they are, tackle locally important issues, and rebuild trust in elections in communities of color that have faced historic disenfranchisement. These centers turn “my vote doesn’t matter” into informed participation.


Under the leadership of Val Adams, the RDC created a Civic Education & Engagement Series that was delivered in partnership with two major local nonprofits—CARITAS and Circles RVA, whose clients are working to overcome homelessness, substance abuse, and generational cycles of poverty.


The program connects the daily struggles of working families—housing, wages, healthcare, childcare, transportation—with the decisions made at every level of government. Through facilitated discussions, interactive curriculum, and real-world examples, participants learn not only what is on the ballot, but why it matters and how to use their civic power effectively.

Mission

“We educate and empower voters of color in voter suppression states.”


The Richmond Democracy Center embodies this mission by bringing trusted civic education directly into communities most impacted by voter suppression, economic instability, and systemic barriers.


Its work is designed to motivate citizens to:

  • Recognize their power

  • Use their voices to benefit themselves and their families

  • Advocate for policy change

  • Increase civic participation and voter turnout

  • Hold elected leaders accountable

What They Do

1. Civic Education Sessions

Develop and deliver the Civic Education & Engagement Series through partnerships with local social-services organizations

2. Help with Voter Registration

Help voters check their registration status and register to vote

3. Restoration of Voting Rights

Help returning citizens take action to restore their voting rights

4. Free Rides to the Polls

Connect voters to transportation options so they can participate in elections

Nonprofit Partners Served

A social-services organization providing shelter, transitional housing, substance abuse recovery, workforce development, and essential wraparound services for individuals overcoming homelessness and addiction

A community-based program helping families break cycles of poverty through relationship-building, professional development, and economic empowerment. Circles participants work with volunteer “allies” who provide mentorship and networks critical to long-term stability.

These partnerships ensure that civic engagement is embedded where people are already receiving life-changing support.

IMPACT

Launching a New Model of Civic Engagement in Richmond

July through October 2025

  • Delivered the Civic Education & Engagement Series through CARITAS and Circles RVA training cohorts

  • Helped over 80 infrequent voters and nonvoters prepare to participate in Virginia’s November 2025 General Election

  • Provided participants with structured educational sessions, interactive surveys, and personalized voting plans

  • Integrated local examples—housing, healthcare, education—to show how legislation impacts daily life, making civic issues both relatable and urgent

  • Identified emerging leaders within both partner organizations, laying groundwork for longer-term Civic Ambassador development
